10 Most Wanted Illegal Acts to be Exposed & Halted

Unlicenced individuals who sell more than two vehicles a year. 

Used vehicle dealers who no longer operate from their state-approved locations or have locations that violate county zoning requirements. 

Used vehicle dealers who do not sell vehicles from their state-approved locations and do not disclose to customers they are motor vehicle dealers.  Dealers who offer salespersons licenses to individuals so they can gain access to wholesale vehicles at auto auctions for resale at unlicensed locations.

Aiding and abetting of illegal sales at auto auctions by dealers who buy vehicles for unlicensed auto dealers. Several auto dealers are suspected of regularly taking orders for vehicles, purchasing vehicles, and have been observed in the auction parking lot, delivering vehicles to unlicensed individuals.

Motor vehicle dealers who bring retail customers to auto auctions with the intent of selecting vehicles for purchase.  Dealers are required by law to only offer vehicles from their state-approved locations.

Schemes or deceptive acts at auto auctions that prevent free and fair competition between auto dealers. Such as dealers who bid up their own vehicles, or have others bid up their vehicles, for the purpose of deceiving other interested buyers. Auto auctions that offer vehicles for sale via the INTERNET from unlicensed auction sites and prevent buyers from conducting vehicle inspections at those same unlicensed locations.

Motor vehicle dealers that do not pay required federal, state and county taxes.
Motor vehicle dealers who offer vehicles for sale without Federal Trade Commission required Buyers Guides or use altered versions of Buyers Guides that do not comply with federal law.
Motor vehicle dealers that sell previously wrecked vehicles without proper disclosure and state-approved repair dealer salvage (RDS) businesses that certify damaged vehicles have been properly rebuilt but, the RDS's themselves do not conduct the repairs as required by Hawaii law. 

Motor vehicle dealers who sell vehicles to customers without disclosing federal/state vehicle warranty requirements; Hawaii "right-to-return/door-to-door" sales disclosure or provide required dealer inspection disclosure statements to their customers.
